UPGP, UZGP begin ToT on SDGs

A two-day Training of Trainers (ToT) on Sustainable Development Goals (SDGs) for key local government functionaries of the country began on Wednesday, 10 August, 2016 at National Institute of Local Government (NILG) in Dhaka.   

The Upazila Governance Project (UZGP) and Union Parishad Governance Project (UPGP) under Local Government Division (LGD) have jointly organized the ToT aimed to orient and make the key local government functionaries aware about new global 17 goals and 169 targets and roles and responsibilities of local government institutions (LGIs) in implementing and localizing the goals.  

Mr. Mustafa Kamal Haider, Director General, National Institute of Local Government (NILG) was present at the inaugural session as chief guest while Ms. Shaila Khan, Assistant Country Director of UNDP Bangladesh and Mr. Golam Yahia, Director (Training) of NILG as special guests.

Speaking on the occasion, Mr. Mustafa Kamal Haider said main motto of the SDGs is to leaving no one behind. “Bangladesh has become a role model for developing world. We have many successes in achieving MDGs and we want to continue it through achieving SDGs,” he said, adding, “The government has already aligned the global goals and targets with its 7th Five-Year Plan and we have already started our work to reach the goals.”

A total of 70 trainers drawn from NILG, Dhaka; Bangladesh Institute of Management (BIM), Dhaka; Bangladesh Academy for Rural Development (BARD), Comilla and Rural Development Academy (RDA), Bogra, government officials from different ministries, seven Directors, Local Government (DLGs), seven Deputy Directors, Local Government (DDLGs) from seven selected districts and staff from UZGP and UPGP are taking part in the training in two batches.

Through the training, the trainers will be oriented on linking the local level planning and budgeting with SDGs, role of local government institutions (LGIs) in implementing the SDGs at local level and preparing action plan for Upazila and Union Parishads.

The trainers later will provide seven district-level and 65 Upazila level orientations to field-level local government functionaries in a cascade manner.  

Among others, Prof. Dr. Shamsul Alam, Member (Senior Secretary), GED, Planning Commission;  Dr. Suresh Balakrishnan, International Technical Advisor, UNCDF Bangladesh; Prof. Dr. Neaz Ahmed Khan of Dhaka University; and Md. Sydur Rahman Molla, Programme Analyst, UNDP Bangladesh, were providing the training as resource persons.

On September 26, 2015, 193 UN member states adopted the Agenda 2013 for Sustainable Development, which includes 17 goals and 169 sub-targets, covering poverty alleviation, heath, education, education, gender equality, energy and climate change.

Being implemented by LGD, the UZGP and UPGP are part of overall programmatic framework of UNDP and UNCDF to make the Union Parishad and Upazila Parishad more effective, functional and service-orinted local government institutions. The projects are being supported by the European Union (EU), Swiss Agency for Development and Cooperation (SDC) and DANIDA.
