Localizing Climate Fiscal Framework: Visit to Deluti Union ParishadFeb 7, 2018
A team of government officials along with representatives from United Nations Development Programme (UNDP) visited Deluti Union Parishad of Paikgacha Upazila in Khulna District on 7 February 2018 to see the progress of localizing Climate Fiscal Framework there. The visiting team members include Ishrat Jahan, Deputy Director Local Government (DDLG); Fakrul Hasan, Upazila Nirbahi Officer(UNO); A.K.M. Mamunur Rashid, Climate Change specialist, UNDP and Ranjit Kumar Chakraborty, Project Manager, IBFCR.
During the visit, the team met a group of vulnerable women who are the beneficiaries of schemes, being implemented by UNDP in collaboration with Finance Division through its Inclusive Budgeting and Financing for Climate Resilience (IBFCR) project.
One of the schemes is protecting a pond from intrusion of saline water. Locally known as "Padma Pukur”, this is the only source of safe drinking water in the union. The other ones include establishing a "Women Centre” and piloting vegetable production using hydroponics to provide climate adaptive livelihood support for women.
During the visit, Ripan Kumar Mondal, Chairman of Deluti union, said “the Union is a climate affected area, and livelihood options are also very limited. Through this project the women of my union are growing vegetables using hydroponics, which is a great adaption option of climate change.”
Speaking about the women center, Ishrat Jahan, Deputy Director Local Government Division (DDLG), Khulna, said, “since there is no space for women to meet regularly and talk, the center will provide such space for them. This will also be used for holding training on various trades for economic empowerment of women in a participatory way. The idea of the women center can be replicated in other areas of Bangladesh under the Local Government Support Programme.”
